Yes, that's it.  Look for a buckle on it, down at the bottom by your hip.  Pull the buckle across you over to the clip next to the seat by your other hip.  That will put the strap across your lap and your chest.

    ((ooc: LOL yes, I think about stuff like that.  I'm /just/ short enough that most seatbelts don't hit /me/ right either.  I use one of those special clips like you can buy for kids.   orz))
