I don't understand it.

[Wow someone sounds upset. Again. Just when things were kind-of-sort-of looking up, too.]

We have a police force. We have a place to lock criminals away.

So what good is it if they just go free, and nothing's done to put them back! It's useless, isn't it!

…I don't know. You've been here longer than I have. If you find or hear of something stronger than what's already been used, we'll take it up with the Build Te-… ["team"…half-team, all /two/ of them…] …with…McCrane and Power Joe. And some of the other construction mechs, like Bulkhead.

Let's just concentrate on finding him first, then we'll worry about how to deal with him. What about your spy systems? Have they not turned up anything?

All right. How about this – your systems make you much more suited to this than I am. Let me handle McCrane and Kay and Gunmax. You concentrate on locating that Ratchet. You don’t have to approach him – in fact, I'd rather you didn't – just find him and then call in the location. We'll get a group together to apprehend him.

…since a one-on-one arrest went so well last time.

She's my family. I have to look after her.

Sometimes the best way to look after someone is to leave them to go take care of what's threatening them the most immediately.

[He's had to do it enough times himself, so he knows how hard that can be...and how necessary.]

Believe me, Kagerou - I understand family. I had one too, before coming here. If you'll trust me, I'll look out for Kay the same way I used to for Yuuta and his sisters.

[Not particularly trying to convince him on /this/ point, trying to make him make a decision anyway, just…wants to make sure Kagerou knows that. That he has that open to him.]
