[The video begins with an image of the just-finished Police Headquarters. It's a reasonably steady picture, though the jostling indicates that the user is holding his communications badge like a camera to get the shot.]

This is McCrane.
I have completed construction on the Police Headquarters, with the secondary station in Megatronus Prime's quadrant nearly complete as well. A complete walk-through of the facilities is available for authorized individuals below:
[The camera flips up to show McCrane's face, a look of intense concentration cemented there as he attempts a few encryptions before the feed cuts out.]
[Locked to the Police Force and the Police Committee, Prima, and Vector Prime.]
[The feed resumes as McCrane tours the police station, showing everything as it is described here, talking about the purpose of each room as he goes to make sure everyone is on the same page. He spends particular time with the jail cells for the benefit of the Firstforged, explaining how they work. He's even gone so far as to have Whirl inside the cell playing the part of the virtual 'prisoner,' going over how occupants will be fed and how they'll be detained while the helicopter makes lewd gestures in the background. That doesn't seem to phase McCrane one bit, however, as he opens Whirl's cell door in the middle of some pelvic thrusting and moves on into the main office.]
Are there any preferences for which desk goes to whom?
[It's the only question he asks before panning past Whirl writing something on the whiteboard, and moving on into the last room of the HQ.]
[McCrane makes the broadcast public once more, showing the wide expanse of individual cells (in both human and giant-robot size) that constitute the firing range.]
This part, finally, is accessible to the public. Given the nature of the previous attacks, I feel it is important for civilians to have a means of protecting themselves, and also feel that it is important for them to understand the right procedures for doing so.
[In the background, one can see Whirl giving a shooting 'demonstration,' which would be significantly more demonstrative if he weren't just pointing his fingers at the targets and shouting 'boom,' boom.']
If anyone wishes to join me for these lessons, I'll be here daily from noon until two.

[Right down to Shadowmaru's den.] However, there are some parts I added. I wanted to make the human/robot divide more seamless, so there are more desks in the main office.
I put the perch on the rooftop, too. [Like he promised.]

[He hesitates, then nods -- a thank-you, and an acknowledgment.]
I'll... stay there, in that case.
[Maybe it's best if he doesn't mix with the others.]

We wanted it to feel like home. [Even if they hadn't known that at the time.]
You'd like to stay on the roof?

[He makes a quiet noise -- dismissive, almost.]
Home. It doesn't look very much like the home I knew.
[This time, it's an awkward silence. He looks away.]
... It's better if I do.

I don't think it looked like anyone's home, at first. But...what makes something a home to you?
[If he had one guess, he'd guess 'Shadowmaru.']
You could stay in the garage. I stay there from time to time. It's warmer.

It... was the facility. That's the only home I've ever had.
["Shadowmaru" sort of goes without saying at this point, so he. Leaves that bit out.]
The roof is fine.

It does. At least you don't turn into one. [Do you?]
Was there anything particular about the facility that made it home, though? A chair you liked to sit in? A window you looked out from? [You know, tangible stuff! Stuff that he might have a possibility of duplicating. >.>]
You sound like him in more than just voice sometimes. [Only ninjas would insist upon the roof, he's certain.]

It was all I knew. That's... what made it a home. Isn't that enough? [This is what happens when you spend your entire life hidden away from everyone and everything. But he pauses, thinking a little.] A skylight. There was a skylight. I could always... see out. Always see the sky.

[McCrane does manage a small smile, though, since you hit on exactly what he was looking for.] I see why you might be interested in the roof a little better, now. It would be a nice place to see the stars...
As long as you know you're welcome inside, as well.

It feels less locked-in. I don't feel trapped... if I can see the sky.
[He hesitates. Almost drawing back from the screen.]

Perhaps Seijima would even find a way for you and Shadowmaru to combine. [Since that happened. Frequently. And it hadn't happened with Shadowmaru yet.]

Combine...? I don't think that ability is in my schematics...

[Of course, that would mean the lot of them would have to convince Azuma and Seijima to let Kagerou stay...but given the history, he was certain the Brave Police would fight for him. Especially if he helped out, here.]
I believe so. You're not certain you belong with us yet, you don't wish to impose, and you aren't sure if you trust us, either. [He's seen this before.] Is that correct?

Almost. Not entirely. [The first two points were true. But...] I trust you. The one called Drill Boy. D... The boy, Yuuta. I have no issues with any of you. You've all... you've been different. Than what I'd believed.
