It's someone WHO works on those missions that are _{too important} or too dangerous for regular police officers. We take care of problems when those arise. FIGHTS between factions, crimes, injustices...all that.

Because there was no law here when _{we first arrived, no control}over anything and bad things kept happening. Now people knows who ask for help if they need it AND those who commit a crime know that they wont' get away with it. And yes we had a law system in my home world as well.

No, it's another world altogether. Though it is possible to go on Earth in specific circumstances. I went here a couple of time.
