All right, it seems as though this group has been slacking a bit in our responsibilities. We need to do something about that since I believe we have representations for all of our glorious hosts. Feel free to correct me if I'm wrong.
With that said, I have another matter I'd like to bring to the table: the mech Dead End.
As you probably are aware, he has made public his cannibalistic nature. When I confronted him, he admitted to being a threat, but refuses to do anything about it. I don't know about you, but after the allegations of him possibly sneaking into rooms, I don't think this is something we should take lightly.
I'm not suggesting termination --
[As that would not work anyway.]
Or anything related, but we do need precautions before something escalates. If not from Dead End himself, from another going after him.
I propose something along the lines of an internal tracker, a limited boundary he must stay in, and his own personal "baby sitter" so to speak. If he voluntarily complies and doesn't try to eat anyone, this could be eventually lifted. If he violates the rules, then harsher measures can be taken.
I welcome any other suggestions, but I still feel we must act before someone is hurt. I assume being eaten alive isn't a pleasant experience.

The lad has not killed anyone yet, and seems to have a few trustworthy friends who are watching over him. Maybe they should be told outright they are expected to .. keep him in check, per se? I see no reason to have Dead End feel imprisoned or punished as he has not harmed anyone. We do need to keep an eye on him, however.

As far as the police force goes, we have no laws in place for them to carry out -- hence this discussion. The police force can carry out whatever actions we decide to take.

Yes, we need to establish basic laws. "Watch over Dead End" is not a basic law, but "ensuring the general safety of all" would be. I would like to keep a watch over Dead End, and you also mention not wanting to imprison him. How would you handle it?

Even if it's not specifically about Dead End, I feel we need something in place so nothing escalates.
I imagine there would be an uproar if anyone felt threatened by him and lashed out. I'd rather this not all end messily.

Of course, if it is possible we should seek to cure whatever...affliction plagues him, but in the meantime the temptation should not be overlooked.
And he likely has been tempted at the very least since arriving here, given those intrusions some time back.

Given the nature of his public confession, perhaps he will voluntarily comply with at least some of these suggestions. If we could be so fortunate.

It's definitely something that needs to be addressed, and proactively not retroactively.
But I hesitate to impost restrictions on a mech who hasn't actually broken any laws. He should be treated fairly as the rest of us. If we can find evidence of him harming someone here, and convict him of a crime, then we can met out a punishment that's appropriate.
But limiting his quality of life simply due to his biological needs is far from fair or just. If we start acting against a mech's threat potential then 70% of the mechs here would be end up with restrictions.

I'd like to exhaust all options for solving or mediating his needs before we limit his already poor quality of life.

Besides, I have spoken with Dead End, he holds no regard for the safety of others, and while this is normal Decepticon behavior ... normal Decepticons don't consume others.
And I don't know why you are all acting like this is some sort of extreme punishment. I would just like to keep track of him and limit his movements to the quadrant of his firstforged -- until we can assess his condition and be assured he won't go off and eat anyone.

Optimus Prime suggested finding a cure. I'd say we at least have the police force obtain him and get all the medics to check him out. The more we know, the better prepared we are to decide on what to do.

So lets authorize that. I vote we make it against the law for breaking and entering too, and probably also against unauthorized power-core sampling. That ought to take care of the rest.

Hopefully that will be enough to deter Dead End, but ...
Even as a Decepticon, I will still say: Dead End is a Decepticon and there is a high chance he will not listen.
As far as a trial goes, I believe so, but I'm not sure of the details.

I'm thinking there are too many of us.
I mean, too many of us all working nebulously on one thing. Lets appoint everyone to handle a specific task, come up with a solution, and then we all approve it.
So, like, we get someone to handle trials. And someone to handle laws. And someone to handle punishments. That sort of thing.

I'm not saying your idea is a bad one, but we just can't go out and do it, we need a process and it has to be followed. If there's evidence of a crime like assault, then have the police take him into custody. Then we determine his guilt or innocence and what fair repercussions should be.
