[Video: A friendly message from your local Defense Committee.]
[Greeting Haven! The video starts and shows you quiet an odd group. Rose is standing closest to the camera with Smokescreen close by. In the background, there looms Tarn, being his usual charming self. Ladies and gentlemen, meet the Defense committee.
[Rose is holding a pad and clears her throat some before addressing the camera and, thus, the rest of Haven.]
Hello. As some of you may know, Smokescreen, Tarn, and I consist of the Defense branch of the Law Committee. As such, it is our duty to oversee the operations of the Police Force. So after some meetings we have decided on some policies concerning the Police Force and the rights for anyone who has been accused of a crime.
[From the tone of her voice, one can think that those meetings didn't always go smoothly.]
I will like to point out that all the policies were decided on by all three of us agreeing on them.
[She brings up her pad and begins to read off the list of laws.]
First, the Police Force needs to consist of 1/3 Autobot, 1/3 Decepticon, and 1/3 unaligned members.
Second, those who arrive at Haven cannot be persecuted for crimes they have committed in their own world. In other words, everyone gets a clean slate when they first arrive, and thus the Police Force cannot arrest you when you first regain consciousness here, no matter how horrible of a crime you may have committed in your own world.
Third, there will be no arrests unless there is concrete proof that ties an individual to the crime.
Fourth, any accused is innocent until proven guilty.
Fifth, arrests on anyone who is not neutral must be overseen by one Autobot and one Decepticon Police Force member.
Sixth, anyone who has been arrested has the right to any consenting legal representative they want, as long that representative has not also been arrested.
Seventh, any active Police Force members on duty have to work in a group of two or more. On top of that, any on duty Autobot Police Force member must be partnered with a Decepticon and vice-versa.
Finally, should any Autobot or Decepticon wish renounce their affiliation, there will be a form available for you to fill out. Tarn has said he will officiate the ones for the Decepticons. It has yet to be decided who will officiate those for the Autobots.
[She lowers the pad and looks back at the camera.]

If you or anyone else have no intention of leaving your faction, then by all means ignore it. The policy will not apply to you.

I'm sure Tarn will kill anyone who tries to leave the Decepticons. That is the way of it. No matter how badly we may want out, it's just not that simple. Truth be told, I would have left the Decepticons VORNS ago if I thought I could do it without being hunted down and tortured to death. Since coming here, I've been thinking about it even more, what with Megatron not being here. I just . . . hadn't yet. [He won't admit it, but it's fairly clear in his tone - he's been too scared.] If someone wants out from the Decepticons, all he has to do is remove his brand. If I choose to clean my wings of this damnable mark, I will do it and face the consequences. But I will NOT further humiliate myself by being made to ask permission from anyone. Nor will I ensure the danger to myself by outright announcing it to Megatron's fanatical lackey.

I see... So you also believe that Tarn will not obey the laws concerning no killing set by the FirstForged.
The policies are not set in stone at least, and I can see if I can get at least Smokescreen to see that the last one is not necessary.

If I’m not mistaken, he has already failed to obey them. It's just that no one can concretely prove it. The one who could can't remember enough to be sure enough for us to act. But even if that wasn't the case, I believe it, yes. It's our way. It's the way in my reality, anyway, and I have no reason to believe it's not for his too. Especially with some of the comments he's made in the past. I do not trust him. Especially because we are the same faction. I think it'd actually be easier if I were a Neutral or Autobot, believe it or not.
Yes, talk to Smokescreen. Or if you perfer, I will. I've spoken to him before, and he seems agreeable enough. Just . . . don't tell Tarn about this conversation. [He'd kinda like to continue functioning as he is.]

If you get the chance to talk to Smokescreen, take it. I don't know how he'll take hearing it from a Decepticon . . . but yes, I will get a hold of him too.

Not that we bothered with chasing down traitors [If they did, a jet would have died a long time ago.] but you can bet your squishy aft if someone came up to pretty much anyone and said they're leaving? They'd be dead.
