Organizing an army and a police force are both things I'm familiar with, so put your sudden "revelation" aside and listen: Your shortsighted suggestion will only serve to get you and whoever chooses to branch off killed.
You're inexperienced, you're on a planet with warriors that have been fighting for eons, and they are fully aware of how to tear you apart in increasingly creative ways.
